The Abu Dhabi Department of Municipalities and Transport (DMT) has made amendments to Chairman’s Decision No. (4) of 2018, issued under Law No. (2) of 2012, concerning public appearance, public health, and public tranquility in relation to animal control.
Under the new provisions by DMT, hotels and restaurants holding tourism licenses across the Emirate can now welcome owners along with their companion animals, defined as pets that typically accompany their owners outside the home, such as cats and dogs, in accordance with specified guidelines and standards.
Under Administrative Decision No. 23/2025, venues that choose to admit companion animals are required to allocate clearly designated areas for them, primarily in open-air spaces such as outdoor seating areas or balconies.
In addition, Abu Dhabi DMT has stated that establishments must provide suitable indoor or enclosed zones in accordance with their internal policies, while ensuring that public health and safety standards are not compromised, animal welfare is protected, and the comfort of all guests is maintained within a well-managed, pet-friendly environment.
Fahad Ali Alshehhi, Acting Executive Director of Municipal Services Operations Support Sector at Abu Dhabi DMT, explained that the amendments are part of the Emirate’s broader strategy to promote inclusivity, enhance Abu Dhabi’s reputation as a leading global destination, and reinforce its high hospitality standards.
Ali Alshehhi noted that such pet-friendly initiatives have contributed to the city’s strong performance in international rankings, including its recognition as the most livable city in the MENA region by the Economist Intelligence Unit, reflecting Abu Dhabi’s commitment to world-class urban living and visitor experience.
Previously, regulations across Abu Dhabi’s restaurants prohibited the presence of pets, allowing only certified service animals to accompany their owners within dining and hospitality premises.
