The Abu Dhabi Projects and Infrastructure Centre (ADPIC) has signed a Memorandum of Understanding (MoU) with Plenary Group, a key player in infrastructure development, to enhance private sector engagement (PSE) in key infrastructure initiatives across the emirate.
The agreement, a key outcome of the Abu Dhabi Infrastructure Summit hosted by ADPIC, establishes a strategic collaboration aimed at planning, developing, and implementing high-impact PSE models. This aligns with Abu Dhabi’s broader strategy to mobilize private sector capital and expertise for sustainable infrastructure growth.
ADPIC’s efforts are closely coordinated with the Abu Dhabi Investment Office (ADIO), its strategic partner in attracting investment and supporting long-term infrastructure delivery. ADPIC currently oversees approximately $54.45 billion (AED 200 billion) worth of capital projects, ensuring execution to the highest standards of safety, quality, and sustainability.

Plenary has partnered with the UAE government to finance and deliver social infrastructure projects since establishing a presence and winning its first project in 2022. It has been awarded three major infrastructure projects in Abu Dhabi to date. This includes the Zayed City Schools project, the emirate’s first school infrastructure public-private partnership.
In 2024, ADQ acquired a 49 percent stake in Plenary Group, marking the first major UAE investment in an Australian firm post the Australia-UAE Comprehensive Economic Partnership Agreement. The partnership led to the creation of Plenary Middle East, a co-development platform targeting infrastructure opportunities across the Middle East and Central Asia.
