Bahrain’s Ministry of Housing and Urban Planning has developed the Tas’heel financing service as part of government efforts to enhance service quality and reengineer procedures, achieving 100% automation and electronic integration with financing banks.
The completion time has been reduced from 10 days to five days under the upgraded Tas’heel financing service, in addition to cancelling several required documents. This contributes to simplifying procedures and improving the customer experience.
The cancelled documents, which was previously required, include:
- Copy of the applicant’s passport and valid family passports
- Copies of smart card statements for family members
- Copy of the marriage contract
- Copy of the divorce document for the second, third, and fifth categories
- Copy of the death certificate along with the legal inheritance deed (if the applicant is deceased)
- Original stamped bank statement including the international bank account number (IBAN)
- Valid residence permit copy for a non-Bahraini spouse
- Certificate of non-coverage by the Social Insurance Organization (SIO) in cases of unemployment
Amna bint Ahmed Al Rumaihi, Bahraini Minister of Housing and Urban Planning, stated that the upgraded Tas’heel financing service is fully automated, paperless, and streamlines support delivery. She added that similar upgrades for other housing services will soon enhance government efficiency, advance digital transformation, and deliver tangible benefits to citizens.
As part of ongoing efforts to improve government services, over 1,300 services have been documented, translated, and published, with around 800 currently being re-engineered across sectors.
This work draws on feedback from the National System for Suggestions and Complaints, Tawasul, investors, and secret shopper reports, along with new guidance manuals and service level agreements. These initiatives boost efficiency, enhance service quality, improve the beneficiary experience, and advance the government’s digital transformation.
