Dubai Customs has launched the Corporate Resilience Program, reinforcing its strategic direction toward enhancing organizational readiness, proactive risk management, and long-term operational sustainability.
The initiative aligns with Dubai Customs’ vision to consolidate its position as a leading customs authority capable of adapting to international developments, ensuring business continuity, and safeguarding Dubai’s competitiveness as a global trade and logistics hub.
During the launch event, HE Dr. Abdulla Busenad, Director General of Dubai Customs, underscored that, “In light of rapid global transformations, resilience is essential to sustaining performance, protecting achievements, and strengthening future readiness.”
He explained that the program establishes an integrated institutional framework designed to anticipate and manage risks effectively, enhance operational flexibility, and ensure continuity across various scenarios.
The framework extends beyond procedural safeguards, embedding resilience within organizational culture, agile systems, and empowered human capital capable of timely, informed decision-making.
The Director General noted that institutional resilience begins with a clear strategic vision, reinforced through cross-sector collaboration, digital readiness, national talent development, and the integration of strategic planning with risk and opportunity management.
An executive presentation at the event outlined the Corporate Resilience Enhancement Project’s strategic pillars, implementation roadmap, governance structure, and anticipated impact on performance and readiness.
The transformation emphasizes resilience as a shared organizational responsibility across all departments rather than a standalone regulatory function.
Sustaining Global Trade Leadership
The program builds on Dubai Customs’ pivotal role within the global trade ecosystem. In 2025, nearly $1 trillion in trade passed through Dubai, more than 40 million customs transactions were processed with an average clearance time of under five minutes, and 96 million travelers were handled at Dubai International Airport, with 99.6 percent completing clearance in less than ten minutes. These indicators reflect high operational efficiency aligned with international best practices.
Looking ahead to 2026, the program anticipates geopolitical shifts; rapid technological acceleration, including artificial intelligence; evolving community dynamics; and the rise of transnational organized crime. Addressing these developments proactively is positioned as a core pillar of the resilience strategy.
To support implementation, Dubai Customs also launched the Corporate Resilience Champions Program and the Resilient Capabilities Building Program, aimed at strengthening workforce competencies, governance frameworks, and collective risk intelligence. An internal knowledge platform was introduced to provide continuous learning and institutional alignment.
