The Ministry of Transport, Communications and Information Technology of the Sultanate of Oman has introduced a pioneering program codenamed ‘Irtiqa’ (ascension), aimed at developing national competencies, enhancing digital skills, and empowering talent to lead the government’s comprehensive digital transition journey.
The Irtiqa program was launched in partnership with the Royal Academy of Management (RAM), the University of Technology and Applied Sciences (UTAS), and the Omani Society for Human Resources Management (OSHRM), bringing together leading national institutions to strengthen skills, build capacity, and advance the digital transformation agenda of Oman.
Irtiqa seeks to groom a whole generation of leaders who are capable of spearheading transition and realizing innovation in the government work system. It also aims to achieve excellence in rendering services, improving the experience of users of digital platforms and meeting the goals of ‘knowledge economy’, based on the view that digital knowledge represents a new capital and a fundamental driver of sustainable economic growth.
On the sidelines of the ceremony, a visual presentation showcased the key pillars of government digital transition in Oman, emphasizing the importance of capacity building and empowering national talent to meet the requirements of the digital era.
The presentation also addressed ways to exchange expertise to ensure the sustainability of digital knowledge. In addition, the ceremony featured a dialogue session that highlighted the central role of people in driving and leading the government’s digital transformation journey.
Irtiqa comes as a continuation of earlier national efforts to upgrade institutional performance, particularly building on the achievements of the National Program for Government Digital Transition, codenamed ‘Tahawul’.
The Tahawul initiative successfully advanced Oman’s progress in digital transformation, reaching an overall government performance rate of 80 percent by the first half of 2025, compared to 73 percent in 2024.
The launch of Irtiqa builds on these accomplishments, signaling a new phase focused on empowering human capital, cultivating advanced digital skills, and ensuring long-term sustainability of the Sultanate’s transformation journey.
