The State of Qatar and the United States of America have signed the ‘Pax Silica’ Declaration, marking a strategic step to enhance bilateral cooperation in advanced technologies and supply chain security, while supporting global economic stability and security.

The declaration was signed on behalf of Qatar by Minister of State for Foreign Trade Affairs, HE Dr. Ahmed bin Mohammed Al Sayed and on behalf of the United States by US Under Secretary of State for Economic Affairs, Jacob Helberg.

The Pax Silica Declaration reinforces the partnership between the two countries and contributes to building a more resilient and sustainable global economic ecosystem. The signing reflects the shared commitment of both countries to strengthening secure and reliable technology supply chains, safeguarding critical resources, and ensuring the resilience and sustainability of global supply networks.

Qatar’s accession to the Pax Silica initiative supports its ambition to become a regional and global hub for advanced technologies and artificial intelligence, in line with Qatar National Vision 2030 and the Third National Development Strategy 2024–2030.

The Pax Silica Declaration marks a significant advancement in Qatar-US relations, reinforcing Qatar’s role as a trusted partner in global advanced-technology alliances. Through the initiative, Qatar will expand partnerships in semiconductors, advanced computing, cybersecurity, and digital technologies, strengthening its capabilities and accelerating economic diversification.

HE Dr. Ahmed bin Mohammed Al Sayed described the Pax Silica Declaration as a new milestone in Qatar–US relations, built on trust, shared interests, and a common vision for stability and prosperity. He affirmed Qatar’s commitment to strengthening secure supply chains in semiconductors, artificial intelligence, and advanced technologies. He noted that global transformation driven by AI, critical minerals, and rapid technological change requires close cooperation to reinforce trusted technological ecosystems.

Dr. Al Sayed highlighted Qatar’s investments in digital infrastructure, advanced industries, and innovation, noting that US-led cloud computing centers have positioned Qatar as a leading regional digital hub. He also underscored the launch of the Qatar AI Initiative as a national platform to promote innovation while ensuring the highest standards of safety, governance, and security.

The minister emphasized that the Pax Silica Declaration expands cooperation in AI, semiconductors, cloud infrastructure, and secure supply chains, supporting Qatar’s shift to an innovation-driven economy, strengthening US supply-chain resilience, and advancing joint research, public-private collaboration, and US business growth in the region. Dr. Al Sayed concluded that both countries share a commitment to building a secure, resilient technological future and delivering practical outcomes.

US Under Secretary of State for Economic Affairs Jacob Helberg welcomed Qatar’s accession to the Pax Silica Declaration, calling it a pivotal moment for US–Qatar relations and the global economy. He said the initiative marks a shift from oil-based systems to technological innovation and ‘silicon diplomacy’, noting that the 21st century is being shaped by computing power and critical minerals.

Helberg outlined cooperation on strategic investments in critical minerals security, modernizing global logistics, expanding artificial intelligence partnerships, and increasing data-center capacity to drive future growth.

US Under Secretary added that Qatar’s participation highlights the region’s readiness to shape the future, emphasizing an alliance based on capabilities rather than traditional alignments, and citing Qatar’s evolution into a hub for computing and connectivity. He concluded by inviting Qatar to a ministerial meeting in Washington, DC, on critical minerals.

Pax Silica initiative

Pax Silica is an international initiative led by the US Department of State and prioritized during 2024-2025. It aims to enhance the security and integrity of advanced-technology supply chains associated with the artificial intelligence era, in partnership with countries across Europe, East Asia, the Middle East, and the Americas.

The initiative seeks to support innovation, protect critical technologies, and strengthen the resilience and sustainability of global supply chains.

Separately, HE Dr. Ahmed bin Mohammed Al Sayed has met with US International Development Finance Corporation CEO Ben Black to review ongoing cooperation and explore ways to expand commercial partnerships, joint investments, and institutional coordination to deepen Qatar–US economic ties.
