The Centre for Space Futures (CSF) of Saudi Arabia has released a specialized white paper as part of its ongoing efforts to strengthen global governance frameworks in response to the rapid and accelerating growth of the global space economy.

The knowledge paper, titled ‘The Future of Space Law’, highlights the CSF’s commitment to advancing the development of comprehensive international regulatory frameworks that guide and govern space activities worldwide.

The white paper provides a comprehensive review of leading international governance models in shared domains, including the Antarctic Treaty System (ATS), the United Nations Convention on the Law of the Sea (UNCLOS), and the regulatory framework of the International Telecommunication Union (ITU).

By examining these established frameworks, the white paper presents them as key reference points for regulating space activities beyond national jurisdiction, promoting transparency, and building trust and stability in the rapidly expanding space sector.

In addition, the white paper offers detailed and practical insights aimed at enhancing the sustainability of space operations. It emphasizes the development of robust regulatory frameworks and international standards that ensure the safety and security of space activities, encourage collaboration among nations, and create a conducive environment for private and public investment.

All recommendations in the whiteb paper are designed to balance innovation and commercial growth with respect for international law and the sovereign rights of individual states, ultimately supporting the long-term stability and responsible use of outer space.

The Centre for Space Futures, founded by the Saudi Space Agency and the World Economic Forum (WEF), is the first space-focused center within the WEF’s Centre for the Fourth Industrial Revolution (C4IR) Network. It provides a neutral global platform to advance space policy, drive innovation, and foster international cooperation, supporting the growth of the global space economy.
