The Communications, Space and Technology Commission (CST) of the Kingdom of Saudi Arabia has launched the Software Escrow Guideline, introducing the concept of software escrow and outlines the key procedures and best practices that enable its implementation.

The Software Escrow Guideline highlights the role of software escrow in protecting digital applications and ensuring business continuity within the software sector.

Targeted at the public and private sectors, individuals, software developers, and software escrow agents, the Software Escrow Guideline provides an introduction to the escrow model and explains the role of escrow agents in securely managing computer software, source code, and related technical documents through a formal software escrow agreement.

The guideline aims to raise awareness, strengthen trust between software developers and beneficiaries, enhance the maturity of the local software market, and unlock new market opportunities.

The Software Escrow Guideline further emphasizes the advantages of these safeguarding and delivery services for both software developers and their customers, including enhanced security, risk mitigation, and greater trust in software transactions.

It provides detailed and transparent procedures for accessing the source code, ensuring the protection of intellectual property rights, supporting uninterrupted business operations, and fostering long-term confidence in the software ecosystem.

This initiative reflects CST’s commitment to regulating the technology sector and advancing the software market and industry in the Kingdom. The Software Escrow Guideline aims to support tech companies by introducing software escrow as a vital mechanism for business continuity and the protection of software assets. By involving a trusted third party, the guideline helps strengthen confidence and trust in software solutions across the market.
