The Ministry of Energy of the Kingdom of Saudi Arabia has reiterated that all activities related to petroleum and petrochemical materials, including production, storage, transportation, sale, and processing, must obtain the necessary licenses and approvals from the ministry to ensure full compliance with national regulations.
This procedure is in full alignment with the Law of Petroleum and Petrochemical Products, issued under Royal Decree No. (M/139) dated January 12, 2025, which supersedes the previous Law of Trade in Petroleum Products.
The new law is designed to ensure the security, reliability, and stability of petroleum and petrochemical supplies across the Kingdom. It further aims to enhance oversight of sector operations, improve compliance standards, and prevent violations, thereby maximizing the value of raw materials and enabling their progression to higher stages of production.
The legislation safeguards the interests of both consumers and licensed operators while supporting the energy objectives outlined in Saudi Vision 2030. Key activities covered under the licensing requirement include sales and purchasing, transportation, storage, usage, import and export, as well as packaging and processing of petroleum and petrochemical materials. All entities engaged in petroleum-related operations are mandated to obtain the necessary licenses in strict accordance with the law and its executive regulations.
This law forms a central part of the Ministry’s broader efforts to regulate petroleum and petrochemical activities comprehensively, overseeing the entire value chain from source to end user, and promoting transparency, efficiency, and sustainability in the energy sector.
The Ministry has launched an electronic service through its unified Energy Licensing Platform, enabling companies to obtain licenses for all targeted petroleum-related activities efficiently and in full compliance with regulations.
